I personally live on the internet for most of my waking day. Personally I think that every business should have a website. Even if it is just a one page site with you business name and contact information.
Yesterday I was going to pick up pizza at a local pizza shop. This shop has been in the same place for as long as I can remember. It is a local institution. I usually get the exact same thing so I have never looked at a menu. This time I was ordering for some other people and needed to see the menu. So I went online. NO WEBSITE.
A Google search for this business name brings up a full page of listings from the various directories, yellow pages, and local merchant pages. Most of these have contact information so you can find them on the web.
Several times that I have done a search for a local business website I have found that their own website is not even listed on the first page of Google for their own business name. They have a site online, but it just doesn't show up.
So, does every business have to have a website? No, I guess they don't have to have one right now. I can't see why you would not at least go and register your domain name. You can do this for around $10.00 per year. This way no one else can take it and it will be yours if you ever want to put a site up. When I explained this to the pizza shop owner and told him that for around $500 we could get him a basic site up pretty quickly he was interested.
Can you get business from the web without a site? With all the directories, local business search engines, and now Google themselves pushing their "Google Local Business" listings, businesses are getting listed on the web without having to do anything themselves.
