There are 10's of millions of business on the internet.   Google recently selected  100,000 businesses in the first round of "Google Favorite Places".   The recipients of this listing were based on the popularity of the businesses "Local Business Center" listing.  They looked at, among other statistics, how many times users looked for more information on the business.  Google said "Google users "decided" based on their actions, and we sent the decals."
